Information on Transmission System Operator

The storage facilities at which GSP (acting as SSO) provides the storage services are connected to high-methane gas system operated by Operator Gazociągów Przesyłowych GAZ-SYSTEM S.A. (TSO).

The cooperation between the SSO and the TSO is governed by the Network Code, the Inter-operator Transmission Contract (ITC) and the Inter-operator Agreement.

Capacity allocation

Under an Interoperator Transmission Contract, the SSO obtains a capacity allocation (PP) from the TSO with respect to interconnection physical entry and exit points at interconnections of the transmission system with individual storage facilities.

On the basis of the obtained PP, the injection and withdrawal capacity at the points of interconnection of the storage facilities or groups of storage facilities with the transmission system are made available by the SSO to the Storage Customers.

In turn, the TSO makes the transmission ability allocation (PZ) for those points available to the customers. The possession of the transmission ability allocation (PZ) by the Storage Customer is essential for the provision of the storage service.

Transmission ability allocation

A party applying for a Storage Services Agreement (SSA) in respect of entry or exit points at the interconnection between the transmission system and a storage facility (PWEOSM and PWYOSM) should have a transmission contract with the TSO and obtain a transmission ability allocation (PZ) from the TSO with respect to such points, in accordance with the procedure described in Section 8 of the Network Code.

When the applying party has already obtained the transmission ability allocation, the Storage Services Agreement (SSA) is executed.

In case when the applicant does not yet have the allocation, the SSO enters into a conditional SSA which is subject to a condition precedent that the applicant presents a transmission ability allocation (PZ) obtained from the TSO within a predefined time limit. The transmission ability allocation must enable the transmission of the quantities of gaseous fuel being subject to the SSA before the provision of storage services begins. The condition precedent is deemed to have been fulfilled when the Storage Customer advises the SSO that it has obtained the transmission ability allocation.

According to the provisions of the Network Code, each customer of the SSO having a valid transmission contract with the TSO may obtain the transmission ability allocation (PZ) at the points of entry to and exit from the transmission system from/to storage facilities up to the level corresponding to the capacity allocated to the SSO, expressed in energy units.

Nominations and renominations for PWYOSM and PWEOSM

Nominations and renominations for the injection and withdrawal of gaseous fuel to/from respective entry and exit points( PWYOSM and PWEOSM)  are submitted in kWh by the party concerned acting as a Storage Customer with respect to the SSO (according to Storage Code) and as a Shipper with respect to the TSO (according to the Network Code).

The nominations and renominations submitted to the SSO should be consistent with the relevant nominations and renominations submitted to the TSO.

The TSO provides the SSO with information on the nominations submitted by the Shipper. The SSO verifies whether the nominations and renominations submitted to the SSO and the TSO match each other. In case of any inconsistency being discovered, the lesser rule applies, i.e. the nomination for the lesser quantity will be executed. The SSO advises the TSO of the result of the nomination and renomination matching.

The exchange of information between the SSO, the TSO and Storage Customers regarding nominations, renominations and allocations is based on the electronic document interchange standard (EDI) according to the dedicated version developed for gas industry under the name EDIG@S, in xml format.

In connection with the implementation, as of 1 July 2015, of new rules concerning the interoperation of the gas transmission system with storage facilities, which entailed the introduction of groups of storage facilities and definition of new entry points at the interconnection between the two systems, the following IDs are applicable for individual points in the submission of nominations for storage services:

Execution of nominations

An approved nomination of the Storage Customer is executed in full pursuant to the Inter-operator Agreement between the SSO and the TSO. Accordingly, the allocation of the injected or withdrawn gaseous fuel made by the SSO equals the approved nomination.
